York County District Attorney Dave Sunday on Friday vowed to build trust in law enforcement and stated that he’s adopted a new mission statement and commitment to diversity, which will be publicly available so the community can hold him accountable.

“Trust must be restored,” Sunday said during a news conference on the steps of the York County Judicial Center. “And in criminal justice, that process begins with me, your district attorney, and my office.”

Sunday said a majority of police officers and prosecutors honorably, fairly and equally seek justice. A lack of trust, he said, results in a public that doubts their motives. He said it’s become clear to him through conversations that words are not enough.

A commitment to diversity and initiatives in the criminal justice system, he said, are not new concepts in the York County District Attorney’s Office. But community leaders have told him that those must be in writing to begin building trust through transparency and accountability.

“By them being available to the public in writing, you may hold me accountable to follow these core principles of justice and diversity,” Sunday said. “As important, the members of the district attorney’s office will hold each other accountable to these public commitments in serving the people of York County.”

Sunday was joined at the news conference by elected officials, police chiefs, assistant district attorneys and community leaders. U.S. Attorney Dave Freed was also in attendance.

Kerry Kirkland, deputy secretary for diversity, inclusion and small business opportunities in the Pennsylvania Department of General Services, stated that “it’s truly a glorious, glorious day.”

Kirkland said it seem like a small step for many people. But he said it’s a great step for everyone who’s had the door shut on them.

“These policies open up the door, to cast their nets wider, when you’re recruiting for minority talent,” Kirkland said. “It gives us the baseline of doing the right thing, creating an equitable management system that’s bar none.”

Following the news conference, York City Police Commissioner Osborne “Moe” Robinson III said he speaks with Sunday quite a bit.

During the past two weeks, he said, they’ve had a lot of conversations about what they could both do individually and together to make a difference.

Robinson described adopting the policies and making them available to the public as a huge first step.

Said Robinson: “He’s stepping from behind the curtain and saying, ‘Hold me accountable.’”
